I am interested in getting an IPAD. If I buy an IPAD is there a monthly fee included?

I am interested in getting an IPAD. If I buy an IPAD is there a monthly fee included? If so, what? Also I have found a 16 GB ipad for 499 and a 32 GB ipad for 599.
